The regular meeting of the Clearwater Township Board was called to order at 7:00pm at the Clearwater Township Community Center by Supervisor Niederstadt with the Pledge of Allegiance.

 

Roll call of board members: Barb Crambell-present; Pat Hubble-present; Dwight Seaman-present; Larry Niederstadt-present; Kathy Eldridge-present. Also present, Marletta Day, as recording secretary and 12 guests.

 

Moved by Seaman, seconded by Crambell to approve the minutes from the regular meeting of January 18, 2017.  Roll call vote: Crambell-yes; Niederstadt-yes; Seaman-yes; Hubble-yes; Eldridge-yes. Motion passed.

 

Moved by Niederstadt, seconded by Crambell to approve the minutes from the special closed   session meeting of January 18, 2017.  All in favor. Motion passed.

 

Declaration of Conflict of Interest:  No conflict.

 

Public Comment:

Lori McKinnon requested permission to hang a banner across Rapid City Road, for one week in July, advertising the ABATE (American Bikers Aimed Toward Education) Summer party.

 

Moved by Hubble, seconded by Seaman, to allow ABATE to put a banner across, with their own equipment, and the maintenance and take off.  Roll call vote: All in favor. Motion passed.

Treasurer’s Report:  Crambell reported: General Fund, all accounts, $129,658.71; Public Improvement Fund, $3,096.35; Road Improvement Fund, $57,122.20; Fire Fund,$189,188.31; Fire Equipment Fund, $21,102.74; Tax Fund, $240,560.73.

 

Moved by Crambell, seconded by Seaman, to accept the agreement between Elk Rapids Schools and Clearwater Township to collect taxes for the Elk Rapids School District for levy on July 1. The collection fee will be $3.76 per parcel of taxable property.

Moved by Crambell, seconded by Seaman, to accept the agreement between TBA/ISD and Clearwater Township to agree to collect all the total property taxes as certified by the school district for levy on July 1. The fee for collecting is included in the per parcel payment by Elk Rapids Public School.

Accountability Statement:  The treasurer balanced with the bank, and the clerk balanced with the treasurer.

 

Moved by Eldridge, seconded by Seaman, to pay 3 additional checks from the Fire Dept account which are: Time Emergency Equipment  $659.45; Apollo Fire Equipment Repair $45.70; Grand Traverse Mobile Repair $462.80. Sheriff’s Report:  Officer Beaver reviewed monthly January report, and answered questions from the board and audience. The new Emergency Manager, Mike Thompson has initiated the Emergency Alert and Notification System. Texts will include public safety threats, dangerous weather, and traffic advisories, to keep the public informed during emergencies.

 

Fire Department Report: Nothing to report

 

Hospital Report: No report

 

Parks and Recreation:  Pat Gray reported that the new banners have arrived, and as soon as the weather is nice, they will be put up.

 

Planning Commission: Adam Parzych reported a public hearing is coming up for the expansion of storage units, which falls under condos, on Rapid City Road.

 

Zoning Administration Report: Niederstadt reviewed monthly report for January submitted by Adam Parzych.

 

Assessor Report: Niederstadt reported that the Board of Review is March 13th and 16th. Assessor’s Association will put an ad in the paper to announce meetings.

 

Old Business

Zoning Administrator – Update: Niederstadt reported that Guy Mobly is recovering at Meadow Brook.

 

Heritage Foundation – Update:  Niederstadt reported the Foundation won’t be doing much until  spring.

 

Baggs Road Paving – Update: Niederstadt reported John Rogers is waiting for bids, sometime in March, and will have further information then.

 

Vlachos & Vlachos – Update: Niederstadt reported Bryan Graham, township attorney, is still waiting for paperwork.

 

Umlor Proposal – Update: Niederstadt reported that Umlor didn’t agree to proposal, and will settle at hearing on April 26th.

 

File Room Progress: Niederstadt reported that the framing is visible in the gym, and coming along.

 

New Business

Budget:  Moved by Niederstadt, seconded by Seaman, to hold a special Budget hearing meeting, on March 15th at 6:30pm, prior to regular scheduled board meeting. Roll call vote: All in favor. Motion passed.

 

Truck Bids: Moved by Niederstadt, seconded by Crambell, to give Leo Zimmerman permission t to secure current bids for a new ¾ ton truck with a V-plow.

Bleachers in Gym – Advertise for Bids: Moved by Niederstadt, seconded by Seaman, to advertise to get bids for destruction of the bleachers in the gym.

Street Light Plum Valley Rd/W. Plum Valley Rd: Pat Gray reported speaking to Great Lakes Energy, is to send out an engineer, and get pricing, and bring to board. Also to get pricing at Morrison Road and Rapid City Road, from Consumer’s Energy.

 

Kitchen Flooring: Niederstadt reported the carpet in kitchen is worn and needs to come out. Pat Gray is gathering prices, and will present to board.

 

Emergency Management Meeting: Niederstadt reported a meeting at Kalkaska Kaliseum on March 28th , 11:00am to 12:30pm.

 

Public Comment:

David Lawicki informed board of a meeting on Environmental Gathering, on April 4th, at the Senior Center in Bellaire from 10am to 2pm about Watersheds..

 

Greg Bradley suggested calling Helena Township, and inquiring about the new vehicle that they just purchased through the state. It is Government service, without all the extras that aren’t needed.
